Mark a row confirmed at its current stage. Does NOT advance.

Symmetry: the dashboard’s row confirm sets is_confirmed=True without moving the stage; the visual editor now does the same. To progress the row to the next reviewer, the user clicks Advance separately. Two-step flow keeps Confirm = ‘this stage is done’ and Advance = ‘pass it on’ legible in both surfaces.
